Rule changes without surprises

Know what a new rule would stop, fraud and good customers alike, before any customer feels it.

Fraud teams change their controls all the time. A threshold moves, a rule is added for a new scam, a list of risky accounts is edited, a model is retrained. Fraud keeps moving too. The joint EBA and ECB report on payment fraud, published in December 2025, found new types of fraud emerging, often aimed at payments exempt from strong authentication or at persuading customers to approve fraudulent payments themselves.

Most teams can say what a change is meant to catch. Fewer can say, before it goes live, which good customers it will stop. The practice below answers both questions: keep every decision as it was made, replay each change on past payments, run it in shadow beside live traffic, and release it in steps.
